§ 116.102 DISCRIMINATORY OF PREFERENTIAL PRACTICES PROHIBITED.
   A grantee shall not, in making available the services or facilities of its cable system, or in its rules or regulations, or in any other manner, make a grant preferences or advantages to any subscriber or potential subscriber, or to any user or potential user, and shall not subject any person to any prejudice or disadvantage, based on their race, color, national origin or gender. This provision shall not prohibit promotional campaigns to stimulate subscriptions to the cable system or other legitimate uses thereof, nor the establishment of a graduated scale of charges and classified rate schedules to which any subscriber coming within such classification shall be entitled.
