The term JUNK DEALER, as used in this chapter, shall include any person who shall keep, maintain, operate or use a building, lot, parcel of ground or other place for assembling, collecting, dumping, wrecking, storing or keeping, depositing or removing any old iron, junked automobiles, junked machinery or accessories thereto, or any refuse, junk or waste material for the purpose of salvage or sale.
