§ 113.01 PURPOSE.
   The purpose of this chapter is to regulate the business of pawnbroking in the city because of the facility such business furnishes for the commission or concealment of crime whereby such a business belongs to a class of businesses as to which the strictest police regulation shall be imposed by the city.
