Upon meeting the conditions of § 112.04 of this chapter by a person or organization applying for a permit, the Police Chief, the Public Works Director and, in the case of a market held in a park, the Parks Director and Park Board, agree: that the proposed sale will not reasonably disrupt pedestrian and vehicular traffic or any other previously scheduled event in the area of the market; that no other application has been submitted which proposes a similar geographic location for the market; that the ordinances of the city will be obeyed in the conduct of the market; and, upon payment of the appropriate fees, the Police Chief or designee will issue a permit to conduct a farmer’s or public market. In the event of a denial of the permit, the Police Chief or designee will state the reason therefor on the face of the application and inform the applicant. No farmer’s or public market permit will be issued for a market within any residential zone of the city.
