§ 96.04 APPEAL.
   Any person aggrieved by the decision of the Chief of Police with reference to a service charge or “no response” shall have the right to appeal the decision to the City Administrator. An appeal must be made within ten days after notice by the Chief of Police by filing with the City Administrator a letter of appeal stating the basis for the appeal. Failure to file a written appeal within ten days shall constitute a waiver of appellants right to have the decision reviewed. The City Administrator may either affirm, modify or reverse the decision of the Chief of Police. The appellant will receive notice in writing within ten days of the City Administrator’s decision. The decision of City Administrator is final.
