For the purposes of this chapter, the definitions set out in Iowa Code §§ 455B.381 and 455B.411 are hereby adopted by reference, the same as if fully set out herein. To the extent that the definitions of HAZARDOUS SUBSTANCE in Iowa Code §§ 455B.381(1) and 455B.411(3) may differ, the most inclusive meaning shall apply so as to achieve the purpose of this chapter. Specifically, but not by way of limitation, the term HAZARDOUS SUBSTANCE shall include in its meaning HAZARDOUS WASTE when it is used in the phrase “person having control over a hazardous substance”.
