§ 71.10 TURNING MOVEMENTS.
   (A)   Authority to mark. The Mayor may cause markers, buttons or signs to be placed within or adjacent to intersections and thereby require and direct, as traffic conditions require, that a different course from that specified by the state law be traveled by vehicles turning at intersections, and when markers, buttons or signs are so placed, no driver of a vehicle shall turn a vehicle at an intersection other than as directed and required by such markers, buttons or signs.

   (B)   “U” turns. It shall be unlawful for any person while driving any motor vehicle or other power- propelled vehicle to make “U” turns on any street or avenue, including any intersection of any street or avenue, next adjacent to the County Courthouse, commonly known as the Public Square, within the city or on any street or avenue, including the intersections thereof, within one block distant from the public square or upon any street or avenue within the city which has been designated as a boulevard or through street. For the purposes of this section, a “U” TURN shall be designated to mean the turning of any vehicle for the purpose of proceeding in the opposite direction along the same street or avenue upon which the vehicle has been traveling.
