(A) General. Every driver of a motor vehicle on a street shall drive the same at a careful and prudent speed not greater than, nor less than, is reasonable and proper, having due regard to the traffic, surface and width of the street and any other conditions then existing, and no person shall drive a vehicle on any street at a speed greater than will permit the driver to bring it to a stop within the assured clear distance ahead; such driver having the right to assume, however, that all persons using said street will observe the law.

(B) Business district speed. A speed in excess of 20 mph in the business district, unless specifically designated otherwise, is unlawful.

(C) Residence or school district speed. A speed in excess of 25 mph in any school or residential district, unless specifically designated otherwise, is unlawful.

(D) Suburban district speed. A speed in excess of 45 mph in any suburban district, unless specifically designated otherwise, is unlawful.

(E) Parks, cemeteries and parking lots speed. A speed in excess of 15 mph in any public park, cemetery or parking lot, unless specifically designated otherwise, is unlawful.

(F) Emergency vehicle speed. The speed limitations set forth in this section do not apply to authorized emergency vehicles when responding to emergency calls and the driver’s thereof sound audible signal by bell, siren or whistle. This provision does not relieve such driver from the duty to drive with due regard for the safety of others.

(G) Special speed restrictions. In accordance with the requirements of the State Department of Transportation, or whenever the Council shall determine upon the basis of an engineering and traffic investigation that any speed limit hereinbefore set forth is greater or less than is reasonable or safe under the conditions found to exist at any intersection or other place or upon any part of the city street system the Council shall determine and adopt by ordinance such higher or lower speed limit as it deems reasonable and safe thereat.
