§ 71.06 UNSAFE DRIVING.
   (A)   It shall be unlawful for the driver of any motor vehicle to operate the same upon any public street or highway with the operational tires not in contact with the roadway surface, or to engage in any kind of trick or unsafe driving.
   (B)   Nothing in this section shall apply to any vehicle being legally parked or towed.
