(A) No distribution water main shall be extended outside the limits of the city except to serve property within the city limits or under contract with the city.
(B) Capital recovery distribution water mains necessary to provide a uniform supply of water throughout the service area shall be paid by a water tap fee for properties served as defined by the water service area map on file in the Department of Public Works.
