All service lines shall be maintained at the expense of the owner of the property. Any leak or other defect in the service line shall be promptly repaired by the owner. If not repaired promptly, the water may, after written notice to the owner, be turned off by the city, until such repairs have been made.
(A) Vacant structure service lines. All service lines which are not currently active shall continue to pay the fees, as set forth in the schedule of fees (§ 54.19), unless the service line is permanently disconnected from the distribution main.
(B) Demolition of property. All service lines which are no longer used must be permanently closed off at the distribution water main at the expense of the property owner. This work shall be completed at the time of demolition. If not completed in the required time, the city or its agent, after written notice to the owner, shall complete the work and bill the property owner.
