The powers and duties of the Mayor shall be as follows.
(A) Chief executive officer. The Mayor is the chief executive officer of the city and, except for the duties delegated by law or ordinance to the City Administrator, the Mayor shall supervise all departments of the city.
(B) Presiding officer. The Mayor shall act as presiding officer at all regular and special Council meetings. The Mayor Pro Tem shall serve in this capacity in the Mayor’s absence.
(C) Special meetings. The Mayor shall call special meetings of the Council when the Mayor deems such meetings necessary to the interests of the city.
(D) Mayor’s veto. The Mayor may sign, veto or take no action on an ordinance, amendment or resolution passed by the Council. However, the Mayor may not veto a measure if the Mayor was entitled to vote on the measure at the time of passage. If the Mayor exercises the Mayor’s veto power, the Mayor must explain the reason for such veto to the Council at the time of the veto. The Council may override the Mayor’s veto by a three-fourths majority or at least five Council members.
(E) Reports to Council. The Mayor shall make such oral or written reports to the Council at the first meeting of every month as required. These reports shall concern municipal affairs generally, the municipal departments and recommendations suitable for Council action.
(F) Contracts. The Mayor shall, whenever authorized by Council, sign contracts on behalf of the city.
