The provisions of Iowa Code § 384.84 are hereby adopted by reference the same as if fully set out herein, and hereby made applicable to water rates and charges established by the Newton City Council. Water rates and charges which remain unpaid in violation hereof shall be certified by Newton Waterworks staff to the Jasper County Treasurer, shall become a lien on the premises, and shall have such priority and be collectable as provided by said Iowa Code § 384.84.
