§ 111.21 PEDESTRIAN USE OF THE ROADWAY FOR THE PURPOSE OF SOLICITING CHARITABLE CONTRIBUTIONS OR DONATIONS.
   No person shall stand in a roadway, including the roadway medians, curbs, traffic islands, shoulders and crosswalks, for the purpose of soliciting charitable contributions or donations from the driver or occupant(s) of any vehicle, without first receiving permission from the City Council and meeting the administrative guidelines specified and available upon request from the City Clerk.
