(A) Peddlers, solicitors, and transient merchants. An application in writing shall be filed with the Clerk for a license under this chapter. Such application shall consist of a photocopy of the applicant’s current state sales tax permit and a complete list of the names, permanent home and business addresses, and a copy of a government issued identification card and background check conducted by the Iowa Division of Criminal Investigation for each person or persons engaged in peddling, soliciting or transient merchandising. If the applicant claims to be an entity exempt from collecting state sales tax, but not otherwise exempt under the provisions of this chapter, the application shall consist of a form to be supplied by the City Clerk containing all of the information required on an application for a state sales tax permit and a complete list of the names, permanent home and business addresses, and a copy of a government issued identification card and background check conducted by the Iowa Division of Criminal Investigation for each person or persons engaged in peddling, soliciting or transient merchandising.
(B) Mobile food unit license.
(1) A mobile food unit license is an annual license that expires one year from the date of approval and must be renewed prior to the first event after that date. Applications shall be filed with the City Clerk on the form provided by the city. No application request shall be accepted unless it conforms to the requirements of this chapter. This includes a complete and true application and all of the required materials and information prescribed, accompanied by the appropriate fee(s).
(2) Application(s) shall be submitted not less than five business days prior to the proposed start date of mobile food unit sales. The city reserves the right to reject any application that is not submitted in a timely manner. The City Clerk, or designee, shall have the discretionary right to accept an application made less than five business days prior to the desired start date. Such application shall include the following:
(a) Full name of the applicant and applicant’s contact information including mailing address, phone number, and e-mail address.
(b) State health inspection certificate including the classification level of the state license.
(c) Details about the vehicle:
1. Make, model, and year of vehicle to be used;
2. Overall size of the vehicle; length and width;
3. County, state, and license plate number;
4. Photograph(s) of the mobile food unit;
5. Description of the kitchen and/or cooking facilities, preparation area, and safety features (suppression system, and the like) of the mobile food unit.
(d) Fire Department signature on application confirming an approved inspection.
(e) Completed application and appropriate fee(s).
(C) Mobile food unit premise permit. Applications for a premise permit held by a property owner of commercially or industrially zoned property to host a mobile food vendor shall be made no less than five business days prior to desired start date. The premise permit will be valid as long as there are no changes to the site or building(s) on the property. Mobile food vendor vehicles are only allowed in the designated parking area approved by the premise permit. A premise permit application shall include the following:
(1) Property owner/leaseholder name.
(2) Property owner/leaseholder mailing address, phone number, and email address.
(3) Location map of designated parking area for mobile food vendor vehicles and temporary accessory uses such as signage, picnic tables, and the like. The designated location shall comply with requirements found in § 111.07(A) of this chapter.
