Any industry desiring to introduce wastes into the sewer system, which is not doing so as of the effective date of this chapter, or any industry desiring to expand in a manner which will increase their discharge of waste, or will change the nature of the waste discharged into the sewer system shall submit to the authorized city representative a report of the amount and character of waste proposed to be discharged into the sewer; said report shall be submitted at least 60 days prior to the first date of discharge into the sewers.
