Any person, firm or corporation who violates or resists the enforcement of any provision of this chapter shall be guilty of a municipal infraction punishable by a civil penalty of $100 for the initial offense and $200 for each repeat offense. Each violation constitutes a separate offense. Any person, firm or corporation who violates a provision of this chapter after previously being found guilty of violating the same provision of this chapter at the same location or at a different location shall be guilty of a repeat offense.
