§ 50.045 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   OPERATOR. The person or agency authorized to conduct disposal operations at a public sanitary disposal project or licensed private sanitary disposal project.
   PROCESSING FACILITY. The site and equipment for the preliminary and incomplete disposal of solid waste, including, but not limited to, transfer, open burning, incomplete land disposal, incineration, composting, reduction, shredding and compression.
   RESIDENT. In addition to any person residing in the city, any person occupying or using any commercial, industrial or institutional premises within the city.
   SCAVENGING. The uncontrolled removal of materials from the unloading or working area of a sanitary disposal project.
   SITE. Any location, place or tract of land used for collection, storage, conversion, utilization, incineration or burial of solid wastes.
