§ 34.01 STATEMENT OF PURPOSE.
   Because of the ever present possibility of the occurrence of natural or human-made disasters, and in order to insure that preparations of the city will be adequate to deal with such disasters, and to provide for the common defense, to protect the public peace, health and safety and to preserve the lives and property of the people of the city:
   (A)   Establish disaster service. To authorize the establishment of disaster services in the city;
   (B)   Emergency powers. To confer upon the Mayor and upon authorized agents and employees of the city the emergency powers provided in this chapter; and
   (C)   Mutual aid. To provide for the rendering of mutual aid among the municipalities within the county and with such county and to cooperate with the state and federal government with respect to the carrying out of disaster services functions and to implement Iowa Code Ch. 29C.
