§ 10.05 RULES OF CONSTRUCTION.
   In the construction of the code of ordinances the following rules shall be observed, unless such construction would be inconsistent with the manifest intent of the Council or repugnant to the context of the provisions.
   (A)   Tense. Words used in the present tense include the future.
   (B)   May. Confers a power.
   (C)   Must. States a requirement.
   (D)   Shall. Imposes a duty.
   (E)   Gender. The masculine gender shall include the feminine and neuter genders.
   (F)   Interpretation. All general provisions, terms, phrases and expressions contained in the code of ordinances shall be liberally construed in order that the true intent and meaning of the Council may be fully carried out.
   (G)   Computing time. In computing time, the first day shall be excluded and the last included, unless the last falls on Sunday, in which case the time prescribed shall be extended so as to include the whole of the following Monday. Additionally, the rules prescribed in Iowa Code § 4.1(34) are hereby incorporated by reference the same as if fully set out herein.
   (H)   Joint authority. Words giving a joint authority to three or more officers or other persons shall be construed as giving such authority to a majority of them, unless it shall be otherwise expressed in the ordinance or resolution giving the authority.
   (I)   Number. Whenever any words in any section of the code import the plural number, the singular shall be deemed to be included and whenever the singular number shall be used it shall be deemed to include the plural.
   (J)   Extension of authority. Whenever an officer or employee is required or authorized to do an act, it shall be construed as authorizing performance by a regular assistant, subordinate or a duly authorized designee of said officer or employee.
