§ 33.21 ORGANIZATION.
   The Department shall consist of the following divisions.
   (A)   Paid Division. The personnel of the Paid Division shall consist of such personnel as the Council may from time to time authorize.
   (B)   Call Division. The Call Division shall consist of as many firefighters as the Council shall from time to time designate.
