§ XV ANNEX E, HEALTH/MEDICAL.
   (A)   Purpose. To provide an overview of how the health/medical care needs of residents will be met in the event of a major disaster.
   (B)   Responsibilities.
      (1)   Hospital Care: Injured victims will be transported to Scott County Hospital. If the number of victims requires use of additional hospitals, the Metro West Plan will be utilized.
      (2)   Ambulance Service: The New Prague Ambulance Service will transport disaster victims. If additional ambulances are needed, the New Prague Ambulance Service Mutual Aid Agreement will be invoked.
      (3)   Pre-Hospital Emergency Medical Care: The New Prague Ambulance Service will be available to provide immediate medical care to disaster victims suffering minor/major injuries.
      (4)   Emergency Mortuary Operations: These operations will be the responsibility of Scott County Human Services.
      (5)   Health Threats-Serious potential or actual health problems (epidemics, food and or water contamination, and the like) associated with a disaster will be the responsibility of the Scott County Human Services. Support is available from the Minnesota Department of Health.
      (6)   Inquiry and Referral Service-This service will be the responsibility of Scott County Emergency Management Office.
      (7)   Potential facilities that can be converted to emergency treatment centers for victims of mass casualties or disease:
         (a)   Medical clinics;
         (b)   Mala Strana nursing home;
         (c)   Schools, public and private.
      (8)   Provide arraignments for and coordination of crisis counseling (such as C.I.S.D.), mental health treatment, and grief counseling for emergency workers and victims.
      (9)    Decontamination of victims: Queen of Peace Hospital is equipped with a De-con facility, which has a shower, which has a self contained water disposal reservoir. Also the ventilation system is self contained.
   (C)   Coordination. If a serious disaster resulting in multiple casualties occurs in the City of New Prague, overall coordination of the various health/medical organizations response to the disaster will take place at the New Prague EOC, which will be coordinated by the New Prague Ambulance. Scott County Hospital and Ambulance Service are equipped with radio communications equipment and can therefore communicate both among themselves and with the EOC. If mass casualties exceed five persons Scott County may be requested to continue the effort.
   (D)   Local supporting plans/procedures and personal.
      (1)   Queen of Peace and St. Francis Hospitals maintain a disaster plan.
      (2)   Queen of Peace Hospital and the New Prague Ambulance Service have established standard operating guidelines regarding which hospital an injured victim should be transported to. These operating guidelines are maintained at Queen of Peace Hospital.
      (3)   The New Prague Ambulance Service has entered into a mutual aid agreement with surrounding Ambulances Services.
      (4)   A listing of pharmacies, sources of medical supplies, doctors, hospitals, ambulance service, and other health support services is located in Scott County Emergency Management Office.
      (5)   Ambulance services and other medical service agencies/organizations which report to the scene of a serious accident/incident are responsible for developing and maintaining whatever standards operating guidelines (SOG) they may need. Such SOGs should include guidance and instructions for operating in an environment in which hazardous material are present. The following SOGs have been developed, and are on file at New Prague Ambulance Office.
   (E)   State support. Support is available from the Minnesota Department of Health and from Scott County in responding to serious radiation incidents, as well as other major health threats.
   (F)   Authentication.
