§ 95.07 ASSEMBLIES IN DOWNTOWN AREA.
   Any license granted for an assembly in the downtown area shall include, or be deemed to include, the following conditions:
   (A)   For noise limitation purposes, events including music, whether or not artificially amplified, and/or bands held within the downtown area shall cease no later than 10:00 p.m. unless extended by the City Council.
   (B)   To eliminate traffic congestion and allow other business applicable parking, barricades will not be allowed on the street for road closure for an assembly within the downtown area prior to 8:00 a.m. or after midnight each night of the assembly, except by approval of the City Council and the appropriate road authority.
   (C)   Upon completion of the event, the barricades shall be removed by the licensee or their designee at an agreed upon time.
   (D)   Sales or consumption of alcoholic beverages shall be limited to an area within the licensed premises, which is an area designated by barricades with controlled entry and exit points, for the specified time limit as defined in the license and on the temporary liquor license (if applicable).
   (E)   All glass containers are prohibited within the licensed premises and the licensee agrees to notify all liquor establishments authorized to sell or otherwise dispense alcoholic beverages during the assembly that only plastic or aluminum containers shall be allowed.
   (F)   (1)   In addition, any license application for an assembly in the downtown area shall be subject to the following additional requirements:
      (2)   State/county road closure permit applications must be completed and submitted to, and approved by, the appropriate county or state entities; and road closures must comply with the special event road closure policy.
