§ 95.04 LICENSE REQUIRED.
   (A)   No person, except those specifically exempted pursuant to this section, shall permit, maintain, conduct, promote, advertise, organize, manage, or sell or give away tickets to an assembly which is reasonably expected to exceed 250 or more individuals, whether upon public or private property, without a license duly approved by the City Council and issued by the City Administrator in accordance with the terms of this section. In addition to the license required in this section, the applicant must possess, and shall submit proof of such to the city, any other necessary state licenses and/or permits which are required to conduct the assembly.
   (B)   Licenses. A license shall be required for each event or series of events, and for each location individuals assemble, or can reasonably be anticipated to assemble.
   (C)   Nontransferability. Each license granted hereunder shall be nontransferable.
