To maintain and protect the health, general welfare, and safety of city residents, pursuant to the authority vested in it by M.S. Ch. 412, the City Council shall hereby license and regulate the assembly of 250 or more individuals gathering for the purpose of conducting group activities. Headings for the various sections herein are to be considered for reference purposes only and shall not be construed to add or delete from the overall intent of the chapter.
