§ 30.06 PARK BOARD.
   (A)   Park Board established. A Park Board is hereby established by the city as an advisory board to the City Council to help maintain existing city parks, schedule and develop policy for the use of various parts of the parks, and advise the Planning Commission and City Council in all matters relating to the acquisition and development of property for future recreational needs. It is the goal of the Park Board to provide recreational facilities and activities for all ages.
   (B)   Membership. The Park Board consists of seven voting members who are appointed by the City Council. One member of the City Council shall serve as a voting member. In addition, one Park Board youth representative shall be appointed by the City Council to serve as a non-voting member.
   (C)   Terms.
      (1)   Park Board members shall be appointed for four-year terms of office.
      (2)   The Council representative shall serve for a term of one year, that shall be reviewed annually by the City Council.
      (3)   The Park Board youth representative shall serve for a term of one year.
   (D)   Duties. Duties of the Park Board shall relate to, but not be limited to the following:
      (1)   To plan for future park and recreational development and propose rules and regulations for use and maintenance of facilities;
      (2)   To schedule activities for use of parks and recreational areas, and recommend fees to be charged and collect these fees; and
      (3)   To prepare and design a comprehensive park plan for the city and report annually to the City Council the activities of the Park Board.
   (E)   Meetings. Meetings of the Park Board are to be held monthly. The Board shall elect from its members a Chairman and a Vice-Chair annually.
