Any person, firm or corporation licensed under the provisions of this chapter shall, at all times during the terms of the license, allow the officers of the police force of the city to enter the premises where the licensee is carrying on the business, or at any property or buildings used for the storage of items related to the business, for the purpose of inspecting the premises and inspecting the goods, wares and merchandise therein for the purpose of locating goods suspected or alleged to have been stolen or otherwise improperly disposed of.
