§ 115.02 APPLICATION.
   (A)   The applicant for a license to operate and conduct a junk business within the corporate limits of the city shall make application therefor to the City Clerk. At this time, the applicant shall tender unto the City Clerk the sum of $50 as a license fee for the ensuing year, and the fee is to be returned to the applicant if the license is not granted. The application shall be submitted to the City Council at its next regular meeting from the date on which the application is made. The applicant, upon the request of the City Council, shall appear before the Council in support of his or her application. Prior to the Council’s considering the application, the applicant must file a bond with the City Clerk in the penal amount of $100,000, with the bond running to the city.
   (B)   The bond shall include at least two sureties or a corporate surety and be approved by the Mayor. The condition of the bond is that the applicant conduct his or her junk business in a peaceable and orderly manner, and that city ordinances relative to junk dealers shall be conformed to by the applicant and license holder.
