This chapter and its terms and provisions shall be accepted by the franchisee by written instrument executed and acknowledged by the franchisee and filed with the City Administrator. The written instrument shall state and express the acceptance of this chapter and its terms, conditions, and provisions, and the franchisee shall agree in the instrument to abide by, to observe and perform the same, and declare that statements and recitals herein are correct and that it has made and does make the agreements, statements and admissions in this chapter recited to have been or to be made.
