The services provided by the franchisee under this franchise shall be made available by it to all points within the corporate limits of the city also served by city water and sewer facilities, provided that, to the extent not inconsistent with applicable legal rate regulations, the distance from the house to the tap does not exceed 200 feet and/or the construction costs do not exceed $250. Excess costs due to exceeding either of these thresholds shall be borne by requester. Cable service will be extended to new subdivisions within the corporate limits of the city within 60 days of the installation of city water and sewer services during the construction season.
