The permit so issued by the City Clerk shall be in effect for a period of one year. During the period for which the permit has been issued, the Council, by its order, may revoke the permit upon the creation or existence of a condition which would, in the opinion of the council, create a serious fire hazard or be determined to affect adversely the general health and welfare of the area.
