Before any permit is issued, the Chief of the Fire Department shall be notified that a permit is desired. Upon the receipt of notification from the City Clerk, the Chief shall inspect the premises to which the permit is applicable. After inspection by the Fire Chief, he or she shall endorse his or her approval or disapproval upon the application, together with any recommendations he or she may wish to make. The Clerk shall, after inspection has been made by the fire chief, submit the application to the City Council for its approval or disapproval. Upon due consideration by the City Council, the Council shall direct the Clerk to issue a permit to the applicant or direct the Clerk to notify the applicant of the disapproval.
