It shall be unlawful for any person, firm, or corporation to use or cause to be fabricated within the corporate limits of the city any product, a component part of which contains a plastic substance or a derivative of a plastic substance, or any other highly inflammable or explosive substance or with a noxious or offensive odor as its by-product, without a permit in writing from the city.
