(A) For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
LUGS OR CLEATS. A metal projection or series of metal projections attached or affixed to the tread or wheels of a tractor or vehicle over which the tractor or vehicle moves.
(B) It shall be unlawful for any person, persons or corporation to operate a motor vehicle on the bituminous surfaced portion of the streets of the city when the motor vehicle is equipped with lugs or cleats.
