(A) The operation of all vehicles weighing in excess of seven tons per axle weight is prohibited upon the improved portion of the public streets of the city, except as to those streets within the city which are designated as truck routes unless otherwise posted.
(B) The operation of vehicles upon the improved portions of the streets of the city in excess of seven tons per axle weight is prohibited except upon the issuance of a special permit signed by the City Street Commissioner.
