The use and occupancy of public parks and recreation areas within the city shall be subject to the following regulations:
(A) All public parks and recreation areas shall be closed between the hours of 11:00 p.m. and 6:00 a.m. The park and recreation areas shall not be occupied by any persons during the above hours, except city personnel or other authorized personnel of the Park Department.
(B) Overnight parking shall be prohibited in park and recreation areas.
(C) It shall be unlawful for any person to engage in obscene, offensive, or abusive language or boisterous and noisy conduct tending reasonably to arouse alarm, anger, or resentment of others.
(D) Pets must be kept leashed or under control. No person in any park or recreation area shall hunt, harm, kill or trap any animal. Horses shall only be permitted on or beside park and recreation roadways.
(E) It shall be unlawful for any person to willfully mark, deface, tamper with, displace, or remove any buildings, bridges, playground equipment, tables, benches, grills, railings, pavement, public utilities, trees, shrubbery, signs, monuments, stakes, posts, equipment, facilities or park property or apertures, whatsoever either real or personal.
(F) Drivers shall confine the operation of motorized vehicles to roads, parking areas, or other areas specifically designated as areas for parking.
(G) The provisions for liquor and beer in parks and recreation areas are as follows:
(1) Liquor and beer sales and consumption are prohibited in the playground areas of all park and recreation areas.
(2) In all other park and recreation areas, glass bottles and kegs are prohibited.
(3) Temporary 3.2% malt liquor licenses issued pursuant to § 110.15(H) are required for all groups using the park or recreation areas in conjunction with a special event or tournament where 3.2% malt liquor is to be sold. Temporary 3.2% malt liquor licenses issued pursuant to § 110.15(H) shall be issued by the City Council only to a club, charitable, religious or nonprofit organization. There shall be a $25 application fee for on-sale liquor licenses.
(H) No firearms, b.b. guns, air rifles, archery, sling shots, explosives, or fireworks shall be brought into or used in park areas, except that archery will be allowed in designated park areas only.
(I) No advertising, unapproved selling or commercial solicitation is allowed in park or recreation areas.
