The owner or custodian of any dog or cat shall prevent the dog or cat from committing any of the following nuisances: habitually barking or crying, frequenting school grounds and parks, chasing vehicles, molesting or annoying any person away from the property of his or her owner or custodian, or to damage, defile, or destroy public or private property. Habitual barking or crying shall be defined as barking or crying for repeated intervals of at least five minutes with less than one minute of interruption. The barking or crying must also be audible off of the owner’s or caretaker’s premises. Failure of the owner or custodian to prevent the dog or cat from committing any of these nuisances is in violation of this chapter.
