§ 72.08 TRAFFIC CONTROL DEVICES.
   The Minnesota Manual on Uniform Traffic Control Devices (MN MUTCD), as it may be amended from time to time, that provides a uniform policy for the placement and design of traffic control devices on all public streets, roads and highways is hereby adopted by reference. Traffic control devices shall be defined as all signs, signals, markings and other devices used to regulate, warn or guide traffic, placed on, over, or adjacent to a street, highway, pedestrian facility, or bikeway by authority of a public agency having jurisdiction. The city shall install, maintain, relocate, and remove such traffic control devices as it deems necessary in order to regulate, warn or guide public traffic in order to promote the public health, safety, and welfare. In exercising the authority granted by this section, the Director of Public Works shall consider such things as traffic volume, street design and topography, pedestrian and bicycle use, speed of vehicles, and any other matters related to the movement and safety of pedestrians and traffic. Except as otherwise provided by the city code, all traffic control devices installed by the city must conform to the standards set forth in the MN MUTCD. Notwithstanding the provisions of this section, any traffic control device heretofore authorized and installed by the city shall continue in full force and effect until removed by the city. No person shall fail to obey the instructions of any official traffic control device, sign, signal, or marking upon any city street or right-of-way unless otherwise directed by a law enforcement officer. Any person violating the provisions of this section is guilty of a petty misdemeanor and upon conviction shall be punished as provided by law.
