§ 52.10 SANITARY SEWER CHARGE CALCULATIONS.
   (A)   Except as otherwise provided by statute, or regulated by the city, all rates and charges for sanitary sewer, including, but not by way of limitation, rates for service, connection and meter reading fees, disconnection fees, reconnection fees including penalties for nonpayment, if any, shall be fixed, determined and amended by the Council and adopted by resolution. Such resolution, containing the effective date of such resolution, shall be kept on file and open to inspection in the office of the City Administrator and shall be uniformly enforced.
   (B)   The water consumption as determined from the water meter shall be the valid basis for computing the wastewater flow and sanitary sewer service charges, all as set forth in this section.
   (C)   Sanitary sewer service user charges provided for in this division shall be included as a separate item on the regular bill for water. Charges shall be paid at the same time that the water charges of the person become due, and payment for water services shall not be accepted without payment also of the sewer service charge.
   (D)   The total charge for sanitary sewer service shall include a monthly base rate plus a rate per 1,000 gallons of metered water usage as determined by resolution, and calculated as follows:
      (1)   Residential customers shall be billed using a monthly sanitary sewer base rate plus a rate per 1,000 gallons of metered water usage as calculated by using a customer's November, December and January water consumption and averaging the usage for those three months. However, residential customers that have a zero water consumption usage in at least one month during the months of November, December, or January, shall be billed the city-wide residential "three month water average," or their actual monthly water consumption, whichever is less.
      (2)   New accounts, builders and landlords shall be billed using their actual monthly water consumption up to, but not to exceed, the city-wide residential three-month (November through January) average of water consumption plus a monthly base rate; until the next sewer calculation period of November through January and then shall be billed using their three-month water consumption average.
   (E)   For multiple dwellings in which separate water meters are not provided for each residential unit, a monthly base rate shall be billed at the rate set by resolution for each residential unit. Service to more than one sanitary sewer customer through one water meter under a single billing will be allowed. The sanitary sewer base rate will be multiplied by the number of residential units served. The property owner shall receive only one bill for the multiple occupancies.
   (F)   Commercial and industrial customers shall be billed using their actual monthly water consumption.
   (G)   Customers may elect to install a secondary water meter at their personal expense for purposes of irrigation that will not be subject to any sanitary sewer charges.
