After the decision that a vehicle is a nuisance has become final, the Chief of Police or the Building Inspector may cause the vehicle to be removed, and the expense of such removal shall be paid by the person upon whose premises the vehicle is located, and if not paid, shall be a lien upon the land or premises where the trouble arose, and shall be collected as unpaid taxes.
