(A) An applicant shall submit a completed IDEA application which shall include, at a minimum, all of the required information as is set forth in the provisions of § 37.215 hereof and shall be subject to the same review process.
(B) All applications shall be reviewed by the Committee and subsequently approved by the City Manager and instituted by Order of the Board of Commissioners.
