All persons, firms or corporations who have actually been engaged during the current year in conducting a pedicab business under a license heretofore issued by the City shall be permitted to continue to do so under the license until the expiration date thereof shall have expired. Thereafter, all applications for new licenses shall be in accordance with the provisions hereof.
