For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DRIVER. Every person in charge of or physically operating any pedicab, as herein defined, either as agent, servant, employee or otherwise.
OWNER. Any person, firm or corporation who has the bona fide legal title to, or control, direction, operation, maintenance or leasing of a pedicab, as herein defined, or the collection of revenue derived from pedicabs so operated for hire on the streets of the City.
PEDICAB. Any vehicle propelled primarily by bicycle pedal with an electric assist motor to achieve and safely maintain the legal speed limits within the City and operated for passage or hire.
