§ 99.21 PROMULGATION OF RULES AND REGULATIONS.
   The Director, with the approval of the City Manager, shall have authority to issue and promulgate such rules and regulations as he or she may consider necessary for the administration of this chapter, provided such rules and regulations are not inconsistent with the provisions hereof.
