(A) The City may designate a member of the Community Services Department to act as the City Arborist, who shall be responsible for implementation of the provisions of this chapter or, the City may elect to employ or contract with a qualified individual or entity to act as the City Arborist who shall be designated as such. In such event the City Arborist shall work in conjunction with the Director for implementation of the provisions set forth in this chapter.
(B) The City Arborist shall consult with the City's Code Enforcement Department Director or any of the Department's sworn citation officers concerning the issuance of citations for the violation of any of the provisions hereof, but shall have no power to individually issue such citations.
