(A) Modular newsracks, the dimensional requirements of which must first be approved by the Code Enforcement Division, shall only be permitted within a specifically designated and permitted location within the City as it may determine.
(B) Within the area encompassed by the Newport Levee project and a one block radius thereof, all newspapers shall only be made available from a modular newsrack which shall be constructed and maintained by the City and placed within a location therein which shall afford easy and convenient service to pedestrians but which shall not obstruct or interfere with access to any business or impeded pedestrian traffic.
