At any time after the completion of the restoration of the pavement or sidewalk over the opening or openings, the party who made the deposit will, on demand, be entitled to a refund of the balance on hand after deducting from the deposit the cost of restoration determined in accordance with the rules of the City and the provisions of this subchapter.
