Where the nature of the proposed work to be performed under the provisions of this subchapter is such as to require a series of openings, and where, in the opinion of the City, it is impossible or impracticable to determine in advance the exact size and location of the contemplated openings, a permit may be issued covering the series of openings for the street, alley, sidewalk or rights-of-way, as may be deemed necessary by the City.
