A parade, special event, or outdoor demonstration permit may be issued only after adequate waste disposal facilities have been identified and obtained by the applicant. The applicant will clean the rights-of-way or other public property of solid waste and litter, returning it to its pre-event condition immediately at the conclusion of the event. If the applicant fails to clean up such solid waste, such clean up shall be arranged by the City and the costs charged to the applicant.
