Any person aggrieved shall have the right to appeal the denial or revocation of a parade, special event, or outdoor demonstration permit to the City Manager. The appeal shall be accepted within 7 working days after the date of the denial notice by filing a written notice with the City Clerk. The City Manager shall act upon the appeal within 7 working days after its receipt.
